Mixed Signals

I notice this inconsistency whenever I toggle Bluetooth and Wi-Fi off and on using the menubar status items. Especially because they sit right next to each other in my menu bar.

Each one (Bluetooth and Wi-Fi) is fine when you compare each state to itself. But, the different levels don’t match acdross the two. Specifically, why does disabled bluetooth look like enabled-but-not-connected Wi-Fi? And, disconnected bluetooth looks exactly like connected Wi-Fi?
